Lumpur information functions

I've been listening into Lumpur Information, and correct me if I'm wrong :

1. Lumpur Information is NOT a radar service - but the FISO who mans Lumpur Information has a radar screen in front of him with visual reporting points "marked" on the radar screen. However, he cannot use it to tell an aircraft where the aircraft is currently or give directions to turn to head to a certain reporting point (eg. Kapar, K. Selangor etc etc) as FISO's are not "radar qualified"

2. Lumpur information cannot clear aircraft to climb or descend when a pilot requests it. eg. "9M-ABC: Requesting climb 3000ft"; normally Lumpur information will reply by saying "No reported traffic 3000ft, report established."
Note that Lumpur information did not say "climb 3000ft approved".
Whether an aircraft wishes to climb or descend is all up to him, of course it is good to inform so that Lumpur Info is aware, along with other aircraft on the same frequency. After all, separation is pilot's responsibility, not Lumpur Info.

Basically Lumpur information is a common frequency all VFR flights tune to in while in uncontrolled airspace, and it is only an 'information' service, not a 'control' service. Basically the pilot tells Lumpur information what he is doing or wishes to do, and it is pilot responsibility to maintain separation from other aircraft & remain within uncontrolled airspace.

Note : All the above is with regards to VFR flights in uncontrolled airspace, that is when you will be under Lumpur Information.

Lumpur Info's radio is not clear. There's always a *beep* background sound which makes the transmission unclear and unreadable at some times. Had contact with them about a week ago. Is that normal?

That's why they are called "Lumpur Info", the name says it all..

hie. all.. yup.. Lumpur Information cannot provide "positive" control.. that means they cannot clear any acft to certain level.. Reason?
1. Because they provide service for VFR acft operate in class G
2. In class G, traffic info is provided when only requested by pilot.
3. What is class G? It is a airspace where pilot can fly as they wish up to certain approved altitude..
4. Acft flying in class G is not bound to any restriction such as flying in Special VFR condition, transponder equiped acft and bla. bla. bla..

Radar screen just for monitoring purposes only.. If anything use to be happen, then they can coordinate with other respective unit.. or maybe sometime there are condition where pilot convert from VFR to IFR enroute (Flight Rules - Y / Z) or vice versa. ::D:

On the radio transmission quality side.. maybe some information is good to be share... maybe some experience can be shared aespecially in grey area such as bentong corridor, labis and etc...

Transmitting from Cape Ricardo, Tg. Sepat, Morib all the way before changing to Subang. Not clear :o.o:

wa.. that area.. quite critical area.. conflict with KLIA traffic.. noted that.. i'll update any new info on that area.. ::D:

Not that critical as long as you stay away 5 miles from shore.
