Yes but how to get the experience and reach the threshold ... you must have a job... anywhere not only in Malaysia as the malaysian market is shrinking.
Update yourself to the current situation for ab-initio students: unfortunately very different from your time.

It is now quite hard for those fresh CPL/IR holders.And sorry but information from employers in Singapore, Hong Kong and Middle East: if the Malaysian licence is accepted by Authorities, the employers give a preference to the JAR licences.
Also sorry but if you want to get a FI job abroad, a JAR licence is a serious plus with an instructor rating.
The part of the statement which is wrong is that you cannot fly aircraft registered on an other country than your licence without an agreement with the Authority of the registered aircraft. And the conditions which prevails are at the discretion of the said Authority. And the Conversion process can be a full re-sit to examinations plus flight tests: it is far to be automatic.
