The holder of LWTR do not have certification responsibilities. They are simply LWTR holder. A technician OR JT holding basic license issued by the authority would be one definition.
Further training and work experiences are required plus examination (normally type rated oral exam conducted by QA office) before they can be recognised as Type Rated Licence Aircraft Maintenance Engineer (LAE) OR Certifying Personnel OR Approval Holder.
Depending on the type of aircraft and the company that employs you: the jump from LWTR Holder to Certifying Personnel varies between 1 month to a year. Consideration to also include minimum 6 months working experience on aircraft type. Some company make it an 18 months program because of logistical issue.
The JT position is therefore your ticket to become LAE. God willing; within a year. (this include type training, work experiences plus Oral Exam).
