Correct me if I'm wrong, but even if you have done all the papers to qualify for B1.3, but you are not working in a company that operates helicopters, DCA might not issue you the license until you show proof of employment (either full time or contract/part time with that helicopter operator)?

Shumway, you will only be issued the licence if you have completed and satisfied the LIVE aircraft experience and also satisfied the assessor's assessment.. Applying, sitting and passing the module examinations does not entitle you to be issued the license..

Agreed, but let's say you are employed by the 'red fler' but at the same have completed the necessary modules for b1.3 & have the necessary experience (through your own time), chances are DCA will not issue you a b1.3 because your employer is the 'red fler' and there is no requirement for you to hold b1.3, unless of course MHS gives DCA a letter that you are "part time" employed by them.
Is this true?

No. The requirement is that you must demonstrate that you have the necessary competency in the specific category and that is the job of the assessor who is the subject matter, skill, knowledge and experience expert. He will be resposible to recommend you for the AML either initial or extension issuance.
