Yup.. it is possible to use VOR and NDB's when flying. Just report u'r radial & distance from any fix to ATC, they will accept it.. If any controller argue bout this.. text to me, maybe this issue can be highlighted during operation meeting.. But the best is still to report ref to any ground prox or town as some acft does not well equip with those instrument. ..
