I don't think both have a big difference. ATC in miltary also have a licence/rating like us.
they've been checked and licenced by DCA. maybe they more to tactical.
Like penang, approach is being control by Butterworth (military) and TWR by DCA.
Radar I'm not sure..... I heard they have a moveable/ tactical radar other than civillian radar.
Maybe they use a civilian radar for the purpose of monitoring/prevention only.
For sure, military has a lot of cool tactical RT which civilian pilot doesn't practice............

1. you can choose or ask anytime ... but final say will not be yours.
2. (i assume u apply on diploma and ur pursuing degree right now)
Hard to say..... it's posibble but not likely i can say. DCA has own pre-requisite on this.
you have to obtain area procedural rating before you can be considered for A41. yes u have ur degree.... but to have that rating... has to have training from DCA college.... to have training u have to queue on seniority.
anyhow, as ATC, there's no such thing as Ceiling. Maybe you apply on diploma, but there's a huge opportunity for u to retired as A41, 44 or who knows JUSA as well.
